APAD Industry Engagement Session with JoTran Under New Director General

The Johor Transport and Logistics Operators’ Association (JoTran), led by its President, Mr Frankie Chia, CMILT, participated in an engagement session with Agensi Pengangkutan Awam Darat (APAD) at its headquarters to discuss key issues affecting Malaysia’s land transportation and logistics sector.

The session formed part of an industry engagement initiative led by APAD’s newly appointed Director General to strengthen dialogue between the regulator and industry stakeholders.

JoTran acknowledged APAD’s direct engagement with operators to better understand operational conditions and constraints across the sector.

During the session, JoTran introduced the association and outlined its vision, initiatives, and achievements, with emphasis on industry professionalism, regulatory compliance, and road safety practices.

Key topics discussed included:
• Implementation of the Industry Code of Practice for Safety (ICOP) within the commercial transport sector
• Operational and licensing processes under APAD’s iSPKP system
• Current challenges faced by transport and logistics operators
• Measures to improve compliance while maintaining operational efficiency and competitiveness

JoTran also presented feedback gathered from operators on regulatory processes and operational issues. The discussion enabled both parties to assess gaps and identify areas for improvement.

Both parties recognised that road safety requires shared responsibility across regulators, operators, and drivers. While compliance remains central to licensing and enforcement, the session emphasised the need to strengthen safety culture and encourage consistent adherence to standards.

The engagement also addressed the need to balance regulatory requirements with operational viability as Malaysia’s logistics sector continues to evolve.

JoTran reaffirmed its role in supporting government efforts to improve safety standards, strengthen compliance, and enhance sector efficiency.

The association stated its intention to continue working with APAD and relevant agencies to support the development of a safe and efficient land transport ecosystem.
